Regular Board Meeting Minutes

March 3, 2022

 

The regular board meeting of the McIntosh County Industrial Development Authority (MCIDA) was held March 3, 2022, in the board room of the Industrial Development Authority Office, 211 Walton St, Darien, Georgia, at 9:00 a.m., Chairman, Chris Harper, called the meeting to order.

Board Members present at meeting when called to order:  Chris Harper, Cliff Sowell, Davis Poole, Tom Draffin, Bill Hodges, and Jean Tinnin.  Also, present were President Dawn Malin, Attorney Jay Duncan and Executive Assistant Teresa McDermott.

Board Members: Sam Oliver was absent

Chris Harper welcomed the Board to the meeting.

Tom Draffin offered the invocation which was followed by the Pledge of Allegiance to the American Flag.

Chris Harper requested a motion to approve the agenda. Tom Draffin made the motion to approve the agenda.  Davis Poole seconded the motion.  Mr. Harper asked if there were any changes, additions, or deletions.  The motion carried unanimously.

Chris Harper requested a motion to approve the February 3, 2022, board meeting minutes.   Davis Poole made the motion to approve the February 3, 2022, board meeting minutes.  The motion was seconded by Tom Draffin.  The motion carried unanimously.

Treasurer’s Report

Chris Harper asked Cliff Sowell for the Treasurer’s Report.  Dr. Sowell spoke to the Board about the February 2022 financials.  Dr. Sowell spoke to the Board about the February 2022 financials with mirrored the February 2021 financials.   Dr. Sowell asked the Board if they had any questions.  None were asked.

Old Business

  1. Bill Hodges requested a motion that the IDA Board direct the Industrial Park Committee to prepare an RFQ and begin the process of publicly noticing that with the consent of our attorney. Cliff Sowell seconded the motion.  The motion carried unanimously.
  2. Chris Harper announced that we should have up to $550k in upcoming Splost for general Industrial Park improvements.

New Business

  1. Chris Harper announced that we have received the MOU’s from the Chamber for Blessing of the Fleet which will be during April 1-3rd and for the Blues on the Bluff which will be on July 2nd. Davis Poole made the motion to approve the 2 MOU’s from the Chamber and to include the Fishing tournament to be held in our Industrial park with the final approval from our attorney.  Tom Draffin seconded the motion.  The motion carried unanimously.
  2. Chris Harper announced that it was brought to our attention that we needed an electrical upgrade in our waterfront park by adding a quick disconnect for our stage. We hope to have this work complete soon.
  3. Chris Harper discussed the GDOT right of way and the staircase erosion beside the bridge. We are looking to try to remedy the problem.

President’s Report

  1. Dawn gave an update on ongoing project.

MCIDA Board Member Reports

  1. Davis Poole asked what our participation in is the State of the Port? Dawn answered that we are not a sponsor this year, but we will be attending.

Announcements

  1. Davis Poole announced that Roast on the Coast is March 26th at Blue N’ Hall.
  2. Chris Harper announced that Blessing of the Fleet is April 1-3rd

Executive Session – Chris Harper asked if there was a need for Executive Session and Jay Duncan replied yes.  Chris Harper called for a motion to move into Executive Session to discuss real estate.  Tom Draffin made the motion to move into Executive Session and Davis Poole seconded the motion, the motion passed unanimously and at 9:20 a.m. the meeting moved into Executive Session.

At 9:51 a.m. the meeting moved out of Executive Session to regular session with a motion by Tom Draffin and seconded by Davis Poole.  The motion carried unanimously.

Chris Harper called for a motion to adjourn the meeting.  Davis Poole made the motion to adjourn the meeting, Cliff Sowell seconded the motion.  The motion carried unanimously; the meeting adjourned at 9:52 a.m.

Next regular board meeting will be Thursday, April 7, 2022, 9:00 a.m. meeting.
