Regular Board Meeting Minutes

January 28, 2020

 

The regular board meeting of the McIntosh County Industrial Development Authority (MCIDA) was held January 28, 2020, in the board room of the Industrial Development Authority Office, 211 Walton St, Darien, Georgia, at 9:00 a.m., Chairman, Chris Harper, called the meeting to order.

Board Members present at meeting when called to order:  Chris Harper, Cliff Sowell, Jean Tinnin, Ray Williams, TK King, Buddy DeLoach and Davis Poole.  Also, present were President Dawn Malin, Attorney Jay Duncan, and Executive Assistant Teresa Gibson.

Guest:  Kathleen Russell

Chris Harper welcomed the Board to the meeting.

Ray Williams offered the invocation which was followed by the Pledge of Allegiance to the American Flag.

Chris Harper requested a motion to approve the agenda.   Ray Williams made the motion to approve the agenda.  Cliff Sowell seconded the motion.  Mr. Harper asked if there were any changes, additions, or deletions.  None were given and the motion carried unanimously.

Chris Harper requested a motion to approve the December 9, 2019 regular board meeting minutes Davis Poole made the motion to approve the December 9, 2019 regular board meeting minutes.  The motion was seconded by Ray Williams.  The motion carried unanimously.

Treasurer’s Report

Chris Harper asked Cliff Sowell for the Treasurer’s Report.  Dr. Sowell spoke to the Board about the November 2019 financials which November 2018 with no notable differences in income or expenses.  Dr. Sowell asked the Board if they had any questions.  None were asked.

Chris Harper asked Cliff Sowell for the Treasurer’s Report.  Dr. Sowell spoke to the Board about the December 2019 financials which December 2018 with the net income being larger due to property tax income.  Dr. Sowell asked the Board if they had any questions.  None were asked.

Old Business

  1. Dawn Malin announced that the Strategic Plan retreat that was scheduled for January did not work out and we are now looking into scheduling for February.
  2. Dawn Malin announced that Southeast Georgia Alliance is planning to utilize as a prestigious site selector guild to provide an advisory board that will come to our region and look at each county’s assets, the focus and provide ideas of best utilization. The alliance will be paying for the event.

New Business

  1. Chris Harper announced that Andrews Constriction has given an estimate on repairing the windows on the Old Jail Art Center building. Chris Harper requested a motion to allow Dawn Malin to authorize up to thirteen thousand dollars in repairs on the Old Jail Art Center building.  Cliff Sowell made the motion to approve the authorization of repairs up to thirteen thousand dollars on the Old Jail Art Center building.  Jean Tinnin seconded the motion.  The motion carried unanimously.
  2. Cell Tower Extension was discussed in Executive Session.
  3. Blessing of the Fleet requests to use waterfront park, outside docks, from March 27-29, 2020 and the pond at Tidewaters Industrial Complex for Kid’s Rodeo on Saturday, March 28th. Chris Harper requested a motion to approve Blessing of the Fleet.  Ray Willliams made the motion to approve Blessing of the Fleet.  The motion was seconded by Davis Poole.  The motion carried unanimously.

Executive Session – Chris Harper asked if there was a need for Executive Session and Jay Duncan replied yes.  Chris Harper called for a motion to move into Executive Session to discuss property and personnel.  Buddy DeLoach made the motion to move into Executive Session and Davis Poole seconded the motion, the motion passed unanimously and at 9:12 a.m. the meeting moved into Executive Session.

At 10:02 a.m. the meeting moved out of Executive Session to regular session with a motion to by Buddy DeLoach and seconded by Cliff Sowell.  The motion carried unanimously.

Chris Harper requested a motion to approve 3% cost of living raise for Dawn Malin.  Ray Williams made the motion to approve the 3% cost of living raise for Dawn Malin.  The motion was seconded by Cliff Sowell.  The motion carried unanimously.

MCIDA Board Member Reports

  • Buddy Deloach announced that we have had discussion that the IDA has no intentions on selling waterfront park.

Chris Harper called for a motion to adjourn the meeting.  Buddy DeLoach made the motion to adjourn the meeting, Davis Poole seconded the motion.  The motion carried unanimously; the meeting adjourned at 10:14 a.m.

Next meeting will be Tuesday, February 25, 2020, 8:00 a.m. workshop & 9:00 a.m. meeting.
