Regular Board Meeting Minutes

October 30, 2017

 

The regular meeting of the McIntosh County Industrial Development Authority (MCIDA) was held October 30, 2017, in the board room of the Industrial Development Authority Office, 103 Fort King George Drive, Darien, Georgia, at 6:00 p.m., Chairman, Chris Harper, called the meeting to order.

Board Members present at meeting called to order were:  Chris Harper, Cliff Sowell, Jean Tinnin, TK King, and Ray Williams.  Also present were President Wally Orrel, Attorney Jay Duncan, and Administrative Assistant, Teresa Gibson.

Board Members: Mitchell Smith and JR Grovner were absent.

Guests:  Mark Knoblanch and Stuart Simpson

Chris Harper welcomed the Board to the meeting.

Chris Harper offered the invocation which was followed by the Pledge of Allegiance to the American Flag.

Chris Harper requested a motion to approve the agenda.   Ray Williams made the motion to approve the agenda.  Jean Tinnin seconded the motion.  Mr. Harper asked if there were any changes, additions, or deletions.  Wally Orrel replied yes that there is a need to move into the Executive Session and Chris Harper called for it to be the first item at the meeting and the motion carried unanimously.

Executive Session – Chris Harper asked Jay Duncan if there was a need for Executive Session and he replied yes.  Chris Harper called for a motion to move into Executive Session to discuss real estate.  Jean Tinnin made the motion to move into Executive Session and Ray Williams seconded the motion, the motion passed unanimously and at 6:13 p.m. the meeting moved into Executive Session.

At 6:40 p.m. the meeting moved out of Executive Session to regular session with a motion by Cliff Sowell and seconded by Jean Tinnin. The motion carried unanimously.

Back in regular session, Chris Harper requested a motion to approve selling 10-acres of Tidewaters Industrial Complex property to IDO FTZ for $25,000 per acre.  Jay Duncan will write up MOU & MOA and Chris Harper and Cliff Sowell will sign the MOU & MOA on behalf of the McIntosh County Industrial Development Authority.  Cliff Sowell made the motion to approve the sell of property, Jean Tinnin seconded the motion, the motion passed unanimously.

Chris Harper requested a motion to approve the September 26, 2017 regular board meeting minutes.  Jean Tinnin made the motion to approve the September 26, 2017 regular board meeting minutes.  The motion was seconded by Ray Williams.  The motion carried unanimously.

Treasurer’s Report

Chris Harper asked Cliff Sowell for the Treasurer’s Report.   Dr. Sowell spoke to the Board about the September 2017 financials which mirrored September 2016. Dr. Sowell asked the Board if they had any questions.  No questions were asked.

Old Business

Community Development Steering Committee has begun to focus on major issues.  The 8 different task forces have been meeting and have already started to work together to improve our community.

New Business

  1. McIntosh Art Association presented plans to add concrete patio on side of building. Chris Harper requested a motion to approve the plans.  Cliff Sowell made the motion to approve the plans.  The motion was seconded by Ray Williams.  The motion carried unanimously.
  2. Meetings with Art Lucas to discuss Darien projects. They have been positive and still more meetings to come.
  3. Change our December Board Meeting date to December 12th. Chris Harper requested a motion to approve the change of date.  Cliff Sowell made the motion to approve the change.  The motion was seconded by Jean Tinnin.  The motion carried unanimously.
  4. Renewal of loan with Southeastern Bank that is coming due on October 31st. Jean Tinnin made the motion to approve the decision to renew the loan with Southeastern Back at a 4.75 % fixed rate.  The motion was seconded by Cliff Sowell.  The motion carried unanimously, Chris Harper abstained.

President’s Report

  1. Wally Orrel announced that TK King is generously serving hot dog meals for kids on Halloween night from 5:30-7:30 in Eulonia and in Darien.
  2. Plan to receive bids to resurface roads in the old section of the Tidewater Industrial Complex. We will also be soliciting bids for maintenance items on MCIDA water tower.

MCIDA Board Member Reports – none at this time.

Chris asked if there were any announcements at this time and Jean Tinnin announced that November 4th is the annual Fall Festival in Darien.

Chris Harper called for a motion to adjourn the meeting.   Cliff Sowell made the motion to adjourn the meeting, Ray Williams seconded the motion.  The motion carried unanimously, the meeting adjourned at 7:10 p.m.

Next meeting will be Tuesday, November 28, 2017, 5:00 p.m. workshop and 6:00 p.m. board meeting.
