Regular Board Meeting Minutes
March 28, 2017

The regular meeting of the McIntosh County Industrial Development Authority (MCIDA) was held March 28, 2017, in the board room of the Industrial Development Authority Office, 103 Fort King George Drive, Darien, Georgia, at 6:00 p.m., Chairman, Chris Harper, called the meeting to order.

Board Members present at meeting call to order were:  Chris Harper, Cliff Sowell, Jean Tinnin, TK King, and Ray Williams.  Also present, guest Art Lucas, Attorney Jay Duncan, President Wally Orrel, and Executive Assistant, Karen Hlusko.

Board Members absent were Mitchell Smith and JR Grovner.

Chris Harper welcomed the Board to the meeting.

Chris Harper offered the invocation which was followed by the Pledge of Allegiance to the American Flag.

Chris Harper requested a motion to approve the agenda.  Jean Tinnin made the motion to approve the agenda.  Ray Williams seconded the motion.  Mr. Harper asked if there were any changes, additions, or deletions.  None were given.  The motion passed unanimously.

Chris Harper requested a motion to approve the February 28, 2017 regular board meeting minutes.  Ray Williams made the motion to approve the February 28, 2017 regular board meeting minutes.  The motion was seconded by Cliff Sowell.  The motion carried unanimously.

Treasurer’s Report
Chris Harper asked Cliff Sowell for the Treasurer’s Report.   Dr. Sowell spoke to the Board about the February 2017 financials.  Dr. Sowell asked the Board if they had any questions.  No questions were asked.

Old Business

  1. Consider renaming Production Row in Tidewaters Industrial Complex.  Chris Harper mentioned that Ty Poppell and George Trexler were at the workshop.  Wally Orrel spoke to the Board about the contribution Ray Parker made to the community not only through his 40 years as a volunteer firefighter but also working in the EMA Center and other community contributions.  It was requested by Ty Poppell and George Trexler that Production Row be renamed in Ray Parker’s honor.  Cliff Sowell made the motion to change the name of Production Row to Ray Parker Road.  Ray Williams seconded the motion, the motion carried unanimously.

New Business

  1. 49th Annual Blessing of the Fleet – Chris Harper reminded everyone that the Blessing of the Fleet will be at the Darien Waterfront from April 7th through the 9th, the IDA has allowed the Chamber to use the property for the weekend.
  2. Update on Darien Bridge replacement – Chris Harper asked Wally Orrel to speak with the Board about the bridge replacement.  Mr. Orrel met with Ann Purcell and Brian Saxton from the DOT earlier this month.  The bridge replacement is moving ahead, the DOT has no specifics yet regarding what type of bridge will be replacing the existing structure, the only set answers are that the bridge will be replaced and it will not be any lower than the existing structure.  Structurally the bridge is sound, functionality is what the DOT is looking to improve upon.  More to come as the plans are finalized.
  3. Chris Harper asked Wally Orrel to speak about the Sheriff and City Police boats on the IDA docks.  Mr. Orrel discussed with the Board the increased lighting at the docks, illuminating the area much better than before.  There have been no reported incidents on the docks recently but the additional security of the law enforcement boats should act as a further deterrent with the City and County coming through to check on their boats throughout the day.  Mr. Orrel reiterated that there have been no problems or incidents on the docks recently.

President’s Report
Chris Harper asked Wally Orrel for the President’s Report.  Mr. Orrel mentioned that on the coming Thursday, McIntosh County Academy will be having a Career Awareness Day from 9 am to 2 pm at the Church of God for the high school seniors.  Mr. Orrel as well as Mr. Harper will be in attendance.  Mr. Orrel said this is a good opportunity to reinforce the idea of lifelong learning, stay in school, and help improve the workforce.

MCIDA Board Member Reports – none at this time

Executive Session – Chris Harper asked attorney Jay Duncan if there was a need for Executive Session, to which Mr. Duncan replied yes.

Chris Harper called for a motion to move into Executive Session where real estate and legal matters could be discussed.  Cliff Sowell made the motion to move into Executive Session where real estate matters could be discussed.       Jean Tinnin seconded the motion, the motion carried unanimously.  The meeting moved into Executive Session at 6:25 p.m.

Chris Harper called for a motion to move out of Executive Session where real estate and legal matters were discussed.  Jean Tinnin made the motion to move out Executive Session where real estate matters were discussed back into regular session.  Ray Williams seconded the motion, the motion carried unanimously.  The regular board meeting resumed at 7:35 p.m.

Announcements – none at this time

Chris Harper called for a motion to adjourn the meeting.  Jean Tinnin made the motion to adjourn the meeting, Cliff Sowell seconded the motion.  The motion carried unanimously, the meeting adjourned at 7:36 p.m.

Next meeting will be Tuesday, April 25, 2017, 5:00 p.m. workshop and 6:00 p.m. board meeting.
